Seeing as Gensokyo is a youkai preserve most of all, living in a state of anarcho-kratocracy and loose but stringent rules, there is no tax policy. It is expected of new Youkai that they do not rock the boat too much, under pain of death. Individual accommodations can exist between various powerful groups and newcomers, and different forms of tithes can exist informally, but those are not official or acknowledged.

>Do they maintain a standing army?
Not as a group, but Yukari has a standing interest in Gensokyo continued existence and can mobilize her powers if needed. Gensokyo doesn't need an army but a police force, and the role of the Shrine Maiden can be likened to that police force. Reimu is backed by Yukari and most of Gensokyo's loose power structures.

>What do they do in times of flood and famine?
If caused by the supernatural, send agents to fight the threat. If perfectly natural, nothing, until it threatens the very foundation of Gensokyo, upon which they would probably discretely act to resolve the issue. This is mostly a moot point, as by the sketchy nature of Gensokyo a perfectly natural and long lasting flood or famine seems unlikely.

>And what about all those who sympathize with the secret history association?
The secret history association has no major pulls on the human villagers and no supernatural backing. They aren't seen as threat.

>Do the great sages pursue a policy of repression and oppression?
Neither. The great sages pursue a policy of laissez-faire, subtle social manipulation, and overwhelming force when aroused.

>And what of their children? Are they killed along with their parents, or are they subjected to indoctrination to be loyal to the Youkai regime?
The sages have no standing children.
