because the real politics in gensokyo is between the diferent youkai factions but all of them need the same resource so no one will openly attack each other, instead they use the villague as a "field" (cold war)

first you need to have in mind that gensokyo and hakurei barrier exist for youkai and other fantasy creatures's sake, no human sake
second the village isn't a meat cattle, in fact the villagers are protected no only by reimu, but the others youkais too (no feral ones) because humans as a resource are renovable and easy/quick to multiply (for a youkai time) but in the same time are shit fragile both mental/physically so isn't as easy to maintain in determinate conditons, so my guess is time in time youkai incited internal disturbs between villagers, escalated in some kind of civil war (creating youkais as secondary product) and regulating human population, as nessesary measure of excelent medical service
