Would it not be seemingly that, even if she were a dragon, she still sits pretty low on the chain?

When individuals have such high level control, such as Remilia over fate, could she possibly not still be "fairly low" in the grand rank of things?
Does being, either a chinese girl or dragon, prove any indication of "power"? Would either status even matter, in a world where power is maintained by the general disbelief of it?

Selon moi, all trains of thought (mine included) seem only like an attempt to justify or reconcile one's personal canon, particularly when making speculation on such hints of evidence. Isn't enough that Hong Meiling exists in our hearts?
