It's not supposed to be a mullet (even though some of his bangs are short), it's supposed to be the normal nuSHIKI haircut, but swept back to show Roa's more faux-distinguished demeanor. In the shot where Shiki stabs him you see that his hair is still really long.

That's SCHIZO, not SHIKI.
SCHIZO is when SHIKI and Roa are fighting for dominance but Roa can't win because he hasn't fulfilled all of SHIKI's major desires. This is indicated by his eyes having mismatched sclera.
Which means SHIKI is probably not a siscon.
