Half of the tracks on this album, 【電波系】作業用A-POP【痛サウンド】 ([Denpa-key] Sagyou-you A-POP [Ita-sound]) are instrumental and the track titles even describe what subgenre it's supposedly in, like "sentai-pop denpa" or "electro-future denpa".
That's something that actually describes itself as denpa, though, but that's a rarity even for denpa songs. Depending on your definition, any sufficiently absurd piece of music could be considered denpa, Plus-Tech Squeeze Box comes to mind. If you want there to be certain cultural connotations, though: one way I like to think of the relation between "regular" anisongs and denpa songs as, is if the former is like drinking a soft drink, then the latter is like chugging the syrup concentrate directly, without watering it down. For most people, the latter will be much too sweet and thick to really appreciate. Generalizing this to instrumental music, the Mamoru-kun wa Norowareteshimatta! soundtrack may be 1/2 to 3/4 the way of a hypothetical instrumental denpa:
