Of course Rumia is a fairy. She's small, always energetic, and spends all day just playing as she wishes.
Isn't it obvious that she represents darkness, which is merely the opposite of light? She's simply a polar opposite of Sunny Milk, and nobody would deny that Sunny is a fairy.
