I'm not sure. On one hand i was planning on simplifying it so that if a cop gets within X meters of you and you have wanted level he'll hold you at gunpoint which will trigger a dialogue popup. However I'm not sure now. Maybe he'll have to also be on foot?

Make it a loli car (she could be mecha musume) running over dozens of rapists and getting into traffic accident-orgies with hundreds of other loli cars, and I'd be down for it.

Just think about it, hundreds of lolicars jammed together, moaning and grinding their hips against each other while they struggle to get free of the city-wide mating ball.

They collide right now but they don't explode. I just didn't enable collisions in that video because sometimes things snowball out of control and end up like pic related.

I can second that. I'm not using Game Maker for Sim Loli, but I've used it in the past, especially for 48 hour game jams and it's pretty decent. You don't have as much freedom as in 'real' languages but it has everything you need (sprite editor, level editor) build it in as well as most subsystems in a game you need (graphics, particles, input, collision detection, etc).
