The epilogue is so vague he could pop up alive afterwards too and it won't contradict anything. In fact, Kisaku reappearing alive shortly afterwards could explain why both Oniokoshi and Hoshiwatashi avoided showing an actual aftermath of these scenarios.

Kisaku also has some minimal set up for some kind of conflict with Keiichi, with Sakiko casually acting like he should do them favors. Obviously, this scene is just a joke, but it could be used by an Answer arc as the seed of a serious conflict going on in the background, explaining him being the original target, while Keiichi has no ties to Marutake at all.

In fact, no one has any ties to Marutake. Marutake culprit is basically Tokyo all over again, some impersonal distant group that has nothing to do with any of the characters, something R07 seems to be trying to move away from.
