Like >>46340193 said, even at a best case scenario Kasen would only be on Reimu's side if she has a chance at winning. She can talk a bit game about wanting to destroy the barrier, but she also goes out of her way to help protect Gensokyo during the fighting games so she's clearly not a passive bystander wanting the world to end. Her entire personality is hypocrisy at its finest so i really doubt she'd be a frontline soldier fighting for human rights.

Really, the only real reason she fights for humanity and "aligns herself with heaven" is that she wants a get-out-of-jail-free-card to join heaven as a celestial. Minute she gets what she wants she aint gonna do jackshit for the humans of Gensokyo and would never even talk to someone like Reimu.
