Well back then it was still niche so you would have to be pursuing your weeb interests to find it. For me I discovered touhou right on /b/ and /f/.
Over on youtube the biggest hits were ronald mcdonald mashups. U.N. Owen was mislabeled as the Death Waltz.
Memes consisted of tsurupettan, Cirno is baka, Yukari is old.

I choose to stay here where it's less "based".
...and I've been using computers since I was 5 man. Just because I came from the 90's it doesn't mean I dropped them and pursued a career in juggling or something, I even have one of those new fangled discord machines that works like skype and msn used to.
I think you should talk about touhou anywhere you want so long as it isn't infested with fumos.
