It's probably because at least in Sanae's case, hers are more noticeable compared to Reimu (even if they are small [see WaHH]) .

Plus like all Touhou fan works. If the character actually has a visible chest and noticeable chest in canon works. Then it'll be upgraded in fan works. So there should be plenty of well endowed Seiga in the future.

(course it's also artistic preference too that plays a role)
