They always struck me as an old organization firmly set in their traditional ways. They put a lot of time and effort into mastering their weapons of choice and are probably afraid of being made irrelevant by a new combat system that they had no say in implementing. They begrudgingly learned the basics but at their core they were still a martial organization and their collective pride prevented them from taking this system seriously.

The younger members are probably more likely to accept the new rules and adapt though. That's why we have youngsters like Momiji trying to beat the miko at her own game. She failed but at least she wanted to try unlike the older members who probably just watched, thinking her to be shaming herself for playing the miko's game.

This is just how I like to picture them at least. I'm sure they have a more than capable danmaku defense force in canon.
