the management agency owns the name, not the studio. it's why Aka Asuka changed her name a bunch of times despite always being at S1; she was hopping between agencies for whatever reason
studios offer contracts for jobs but they don't actually manage any talent themselves, not even exclusives; they just shoot movies and management of actresses is its own thing entirely. Exclusivity just means an actresses can't be booked through their agency to shoot with other studios but the studio in turn is obligated to offer consistent and stable work for them. Freelancers still have an agent (such as Reiko Kobayakawa at Capsule)
