The Burial Agency isn't like Chaldea- they don't go around killing every threat to civilization proactively to ensure humanity's survival nor do they report to the Church hierarchy. You lot are thinking of them as saviours, or honourable servant equivalents of Vampire infested timelines. They are not. They do their own thing and only get involved if something interesting happens, and what fits Narbareck's definition of interesting is just speculation. They didn't get involved in Ciel's massacre event from what we understand, and that would have had some dire ramifications for the planet.
