Sure, but the moonies don't know that. They're fortunate that Yuyuko is smart/moral enough to not do anything horrible, but "I hope my enemy isn't an asshole" is not a great basis for your security protocols.
The Watatsukis took Yukari as being quite serious in her plans, even if they figured that she was too incompetent to do any real harm. Yuyuko having free reign of the Lunar Capital should be a huge cause for alarm, but the moonies are so far up in their own ass that they never realized it. At the most charitable, they're dangerously complacent.
