Still, point is Fate just blasted her way out of her situation. Meanwhile Nanoha who was outside blasted Reinforce enough that it's true master could use her administrative powers. Fate herself seemed to break out just before Nanoha blasted the fuck out of Reinforce the moment Fate told her dream she wanted to leave and just used her stronger attacks.

Picture related to the way problems often get solved in Nanoha. It's not to say that one is better then the other, but there is no definite when involving either of them. Sakura has more utility, Nanoha mostly just blasts through her problems.
