Sure a lot of the stuff was very derivative and the Citypop the Vaporwave faggots mangle on youtube now is basically straight western AOR/West Coast music. However there are also a lot of very distinctively Japanese stuff in some Elekki from the 60s and Folk Rock infused Enka from the 70s.
Techno Kayo in the 80s with the guys from YMO and associates behind the wheels is it's very own thing and there isn't really anything else like it and it was all over the place at the time in Japan and dominated their sound in the 80s.

Hit up "Japanese Synthpop" on youtube and pick a playlist, it's full of gems from the pinnacle of Japanese pop.
