This is exactly the reason why Shion is higurashi's best protagonist and villain at once. Comparing her to Satoko makes this distinction really noticable.
While both Shion and Satoko act with the impression of having been betrayed by their loved one(s), Shion is really the only one whose betrayal we actually get to see and "feel" alongside her. That torture scene, the absolute dread in Shion's voice at being deceived by her own sister, truly hurt. You never feel as if Shion goes too far as long as her revenge spree is directed at her family and the fellow village elders due to that moment of despair.
Satoko on the other hand neither arouses sympathy nor is she relatable at all despite being just as much of a protagonist as Shion. Her reason for revenge is weak, and her way of handling Rika is inconsequential at best. She never specifies her motivations or specific goals before the finale, but once she does she immediately gives up on her entire plan and loses all of the determination she previously seemed to encompass.
There's no love in her villainous self, unlike Shion who never conpletely managed to lose herself to her inner demons.
