Personally I don't think they would not be able to, their less citizens or people and more pest, not to mention they don't have any money and their low durability.
Although to give credit to the Anon I was arguing with I probably should have phrased the introduction to my three points about Koishi better, as I think it comes off a slight antagonistic.

luckily she didn't get pregnant, that would be a hell and a half to deal with, from both Koishi's and others' perspective
though, a pregnancy could estimulate her subconscious enough to reopen the third eye, as it is a long period of great change of the body and mind. I wonder if any writefren will explore that
