That's the least out of character thing for Satoko in Sotsugou. She's always been a haughty little cunt; her pranks simply escalated after being given power and knowledge over worldlines.

And you won't see me praising Sotsugou and katana evasion in any way, I believe that it (especially Sotsu) is an insult to Higurashi as a whole, and a cheap rehash at that. But Satoko being driven to villainy through her circumstances as shown in Satokowashi? That's one of the few parts in that story that are not outlandish to imagine.
