That's not a "leaf". It looks like a leaf but it's actually a hauchiwa (羽団扇 lit. "feather fan"), a type of fan that tengu usually carry. It can create strong gusts of wind. Even in the picture you posted the fan is made of individual feathers rather than a maple leaf. The reason ZUN chose to make it look like a maple leaf is because in MoF, the theme was autumn. Also because there's already a Japanese maple tree called 羽団扇楓 (hauchiwakaede lit. "feather fan maple") that has leaves that look like a tengu's fan.
