You're looking at it from an in-story perspective, but from a meta-point of view, by default Mion (or Rena) will never be allowed to advance since R07 thinks it'd ruin the club dynamics (even mentioning in a Gou interview they wouldn't be going to the same university if Keiichi were dating Rena).

Shion's existence hurt Mion because it stole part of her story arc and a separate love interest, leaving both of them in a half-finished state, since Mion is in a position where she never got an arc of her own and although she set up and characterization it can never advance, while Shion isn't a club member and often is sometimes is heavily shafted due to lacking that status.
