Except she follows those who follow her, and Shiro wasn't following anyone at that point. So Ai-chan was aware of Shiro somehow (maybe searching for copycats periodically, I guess), and followed her.

The whole video was about Shiro following her first 20 people. Though it was most likely just an excuse to follow Ai-chan back without being called out for - only - following Ai-chan.
