You know she's friends with Nue right? And that they both went to bust the Taoists' place because Nue wanted to repay her debt to Byakuren? But they are late and run into Reimu/Marisa/Sanae/Youmu instead.

I think it's one of the few EX boss battles that makes actual sense. Many of of the others are just "this loli wants to fight you for the lulz". Not so say I dislike those, but seriously, your logic doesn't make much sense.

Mami just doesn't "add depth" to any of the TD characters, but she does add to the whole feud between the Buddhists and the Taoists. It shows that one fraction is even prepared to recruit to get ahead. What is the problem, really? I admit her design is a bit out of place compared to every other character in the game, but that's something else entirely.
