An excuse for morality, maybe even a hope for happiness and a bright future. You assume that your citizens are not disgruntled misfits, ready to ransack stores at the drop of a hat (lol England). Something has to hold people back.

You know, I have met many very, very evil people in my time. Some of these people were held back by the thought of a God judging over them. I tremble at the thought of these people with no shackles. If a delusion, as you say, is what keeps them bound, then I gladly welcome it.

Do not assume people share your opinions and morals. You might not even reason with them. They will not share your pity, remorse or fear.
