They LITERALLY have nothing to perform. They can't (or at least shouldn't) perform Blue Clapper without Nene. Polka has one (1) original song, Lamy and Botan still don't have any. I really doubt any of them are getting a new song before Bloom. So did Cover go out of their way and make 3Ds for gokisei minus Nene just to make them join in on Kirameki Rider and SSS? Sounds dumb.
