On paper, I like to think it's a kind of feudalism.

Yukari is legally the liege of all Gensokyo. Immediately under her is the Hakurei miko, her personal enforcer, and the Hakurei family. Below the Hakurei Family, there is a Village Council, 6 men elected from the noble families of the village. Below the council is the Village and surrounding lands.

Also under Yukari is Lord Tenma of the Tengu, and under him are the Tengu and Kappa. In addition, the council of the Ancient City is under Yukari's protection.

The various religious sects are independent entities, but Yukari is considering allowing Tenma to vassalise the Moriya Shrine to keep them under control and keep Tenma happy, as he controls the closest thing Gensokyo has to a military. Eientei is also neutral, as are the Scarlets.

In practice, everything is more or less anarchic. Gensokyo has absolutely no semblance of unity and cannot be considered any kind of state. Under modern definitions, it is a failed state with no central government, military or economy. If there was no Barrier, the UN would be occupying it. Yukari only really has the Hakureis as her only true vassal.
