They didn't intend to "win", their plan was to force the US to sign a favorable treaty by inflicting so much losses that the public opinion would force the government to do so. (or, for the initial phase of the war, inflicting enough bad blows to make the US withdraw from the Pacific.)
Conquering American mainland was never a goal. Compare it to the Russo-Japanese war. Japan fought with Russia for control of territories, they never had any intention of sending armies deep into Russia.
