Given how Okina refuses to simply brainwash Marisa and Cirno and merely makes them job offers (and she was probably extra pushy with Marisa just to sell the whole "I'm looking for new subordinates" plot she used to cover up her main "flex on the tengu" scheme, instead of being completely honest with her intentions (she never is)), they probably willingly took the job before Okina brainwashed them into absolute loyalty.
She seems to care about her subordinates just enough that she wouldn't straight-up kidnap and force anyone, but once they give the ok, she'll make certain that there's no going back.
