Not sure how I should put this, but I guess I see her as something right between those two. She is very competent in many ways, but her emotional and kinda timid personality gets in her way sometimes too. She also has a drinking problem which might mean she's not the best with temptation.

I also always thought that she probably became an avatar of Bishamonten mostly because she wanted to be of use to Hijiri and the others, rather than for religious reasons. That might be both a strength and a weakness, depending on the situation.

Appearance-wise, handsome and majestic Shou is easily the best though. I normally like big breasts but the recent trend to portray Shou with them makes me sad and frustrated.

Another one of my absolute favorites. Because of her I did lots of research on the royal Japanese court of old around the time TD came out. I did it in order to learn more about her (and the others as well I suppose). During that time she grew on me a lot, and eventually climbed to my top 3.

I should perhaps also mention I find anger-management problems really endearing in female characters for some reason.

But yeah. For a mid-boss with next to no lines I think the fandom has treated her well.
