Ran was designed around the same time as Yami to Boushi to Hon no Tobito's Tamanonamae which held power over a multiverse of realities.

Ran is an EX level boss even when she's directly defying Yukari's orders, which according to Yukari is supposed to weaken Ran to the point where their powers shouldn't even be comparable... yet they're still awfully close when you look at their spellcards.

Zun didn't know about the losing tails part when he created her. Either that or he thought it would be too confusing.

No mention about the losing tails part. As far as Zun cares, she's one step below divinity just like the other animu kitsune from Yami to Boushi to Hon no Tobito, Naruto and other ones featuring foxes.

I don't know, although we've seen the wikipedia article, I don't think that Zun knew about that losing tails bit.

Think about it, we got *GASP* Naruto Shippuden and Yami to Boshi with their 9-tailed foxes with the ultimate powers around the same time. Maybe 9-tails is a lot more straightforward and direct in showing that this is one powerful fox?

Besides, I don't think Chen would like losing the fluffy pillows.

Anyway, Ran must have some border powers of her own otherwise she's just brute force and couldn't do the border checks and maintenance while Yukari is sleeping/hibernating/incapacitated. I mean, Reimu's main ability is to float and yet as the Hakurei Shrine Maiden she's supposed to have some border powers as a sub-ability.

Heck, Ran has an illusion spellcard. Isn't she treading on Reisen's turf? Then there's the teleporting and other stuff. Although Reimu's position as shrine maiden gives her some border experience, I wouldn't put her too far ahead of Ran as far as saying that one could achieve Yukari's power and the other could not.
