If not, I would compare to Nagato, who is 99 and has 40 base Luck. Her Touch takes place almost every time. With Mutsu, who is also 99 but only has 18 Luck, her trigger rates aren't famous.
Just having 30 Luck on your 99 Yamato would already make a significant difference, I feel.
