It's just silly how much they try to retcon Teppei's character when we already saw his innermost thoughts in the original and he was clearly unapologetically evil. He doesn't use violence because of a lack of self-control, but because he believes it to be the easiest way for him to control someone. The first thing he did when he went back to Hinamizawa was to just grab Satoko and beat the shit out of her until she looked the same way she did a year prior, since it meant she'd obey him, and he went out of his way to humiliate her and planned to destroy her life completely before fleeing Hinamizawa again (he also definitely cared a whole lot about the money). And that's not even considering how he's clearly a (would-be) rapist...

Trying to redeem Teppei is like trying to redeem Okonogi by claiming that it was his upbringing that makes him murder people left and right, instead of him just being an amoral bastard who doesn't care about the lives of others as long as he benefits.
