You forgot a criteria: copyrights.
Namco-Bandai owns the rights for Queen's Blade vidya adaptations,so they might throw a Queen's Blade character as fan service for the eastern and japanophile audience.
Weapons and tits makes it a reasonable choice.

As for sparking the non SC fan western customer's interest, 'popular' is the only word that matters.
