Here's a good example, actually. Only one of these is a loli, even though all three of them are 14 or younger and you would be a lolicon for liking any of them or wanting them as your maids.

Also because I don't think I answered properly, my opinion is

for the definition of what a loli is, although lolicon, the basis, are attracted to whatever has loli qualities.
