If you're talking about per user, I don't think it would make a huge difference. The same kind of anon who would make more than a few threads a day continuously would just grab new IPs or wait it out.
One way to slow it down is to make alternative boards, but because of the network effect, it usually results in some different culture filling vacuum. The /v/ splits are a good example of this.
