I think the issue is that the human/witch split seemed more vague than that. Human Satoko seemed to remember the loops too, at least in Tatariakashi, and then ending doesn't show her as confused or anything when the witch leaves.

If it had been clear human Satoko at the end was completely separate from the witch Satoko
that went between worlds killing people and couldn't even enjoy Hinamizawa anymore, there wouldn't be this impression she got no punishment, but because they wanted this atmosphere of super happy ending, we just get Satoko enjoying a paradise built on a pile of corpses (and unlike human Satoko in Tatariakashi we never see her regretting anything either, exactly because they wanted this super happy ending).
