Probably because no predatory gacha and extremely easy access to the main resources. Now that's one aspect, the other is Tanaka and the artists. People love to shitpost him but he actually cares about what is going on. He's a genuinely passionate director who successfully fleshed out his idea with the cooperation of the artists he originally hired. This is why the game will definitely go to shit when he leaves, that is if he doesn't shut it down with him. I don't trust anybody who doesn't get a boner from watching a ship in real life.

I still remember when I first heard about it (coincidentally during the Arpeggio crossover and C86), I saw Yuudachi kai 2 for the first time. I thought her design was genius, it was exactly what I wanted in mecha musume based off real life machinery. Before that everybody had a big gun and random wings or trying to humanize Gundam and other military vehicles. Downsize turret for easy handheld use, non-intrusive torpedo tubes and smokestack backpack, everything is compact and within the realm of possibility. Body frames ranging from little girl to adult depending on size and displacement was also something I liked, before that there was too much loli, which didn't make sense for a BB. And then everything is WW2, even the fucking bulldozer is, the little historic details like the dragon's battle damage, Ooyodo having very low torpedo stat, the different combined fleet formations, equipment cards being very accurate, they never stopped trying and I hope they don't stop or forget why it got huge. Too many games die because of greed or corporate intervention.
