More effective against opening strikes, possibly also a defense against carrier shelling, and make their AA count as FP against carriers during shelling, or give them a bonus for it. Kinda like ASW against subs, but less extreme because it's less specific. Latter bits don't make much sense, but it'd still make em good.
Enemy carriers are whack as shit right now anyway. Surface battle becoming more important would be great.

It'd make plenty of sense. Shooting down enemy planes reduces the amount of enemy planes in the air, reducing their advantage.
