Not directly. There's an invisible rigging that keeps them firmly anchored to a certain point on her back, but physically there's a gap which functions as the joints which allow her to flap her wings to begin with.

Yes, they're made out of actual ice, as shown in the manga, but they don't appear to have any nerves inside of them, so Cirno can't perceive if they're being shaven for their ice.

No word has been made on this, but considering that Cirno actively uses them to navigate the skies, odds are she'd THINK she couldn't fly without them, and that's half of how fairy physiology works, so there's a good chance it would ground her.
>Has ZUN introduced any other ice fairy youkai species like Cirno and if not, why?
Cirno isn't youkai, as indicated by PoFV where Eiki warns her that she could BECOME a youkai in her pursuit of power. She's the sole known ice fairy, but her dress is actually common fairy attire, and we see multiple non-ice fairies wearing one akin to hers' in the three fairies manga.
I suppose adding more ice fairies is redundant unless ZUN wanted to make a whole stage where you're fighting them.

I personally like how often he's willing to reuse Cirno versus the usual route of fabricating a new character fitting a similar niche for a new game's cast. Allows her to grow as a character.
