It's not said, but seeing as how she's selling stuff to villagers during the story so far, it'd be a bit weird for her to just randomly be making a bomb for no reason off on the side. I doubt it's a coincdence we see Mizuchi fiddling with an ominous-looking machine that has a giant skull and kanji for disasters written on it given her character, either. If you figure she possessed Nitori for a reason then it seems a lot more likely, especially when there were easier youkai around to blend in with.

In that same chapter Suwako also mentions vengeful spirits need to carry out an act of revenge to solidify themselves. Maybe the greater the act of revenge means a more powerful/solidified existence? Mizuchi's "incident" is probably going to be trying to pull off one huge act of revenge on youkai before she gets caught either way.
