It's ridiculous to release a guy on suicide watch but this is assuming he really attempted suicide. I read last month that the government were trying to do damage control and save face for the kabuki world, given it's a Japanese traditional art and many Diet members have relations with that world. They might have done something behind the scenes to bail him out.
