Tewi and also most but not all Lunarians (Houyi, Chang'e/Jouga). Any Lunarians that we have actually seen have been fine, if not morally gray (to put it lightly--especially Eirin who is a literal and very deliberate murderer), but according to them most Lunarians are racist fucks who would glass the earth in a heartbeat if they felt they had to.

Tewi isn't a prankster, btw. She never pranks anyone in canon and the only profiles that ever say she pranks people were probably not written by ZUN (Strange Creators profile) or were referring to Inaba, which isn't canon (Bougetsushou website). She has only ever participated in scams and general deceit, as well as blackmailing others (Eirin) or trying to get dirt on weaknesses of other groups. And of course, pic related is about how she artificially creates new youkai life by forcing her own kind through harrowing experiences. Keep in mind: she says she's a rabbit who was thrown away but that is a lie, she's a rabbit who became a youkai through excessive self care and survival. Less evil, but more revealing, is Reisen BAiJR article outlining a conflict where Reisen is angry about rabbits being eaten by humans. Tewi's attribution to the article is:
