Children as we normally use the word, no. Kits, yes. Lots of them.
Let's not forget that any kitsune-type character you see was running around as a fairly regular fox, with the exception of longer lifespan, for about 100 years - and foxes generally raise a litter each Spring.

Tanuki require the leaf. Whether kitsune do or not seems to vary depending on the legend - I've seen it mentioned on Wikipedia, but none of the actual accounts I've read mention any leaf or skull.

As for Ran, she doesn't seem to cast a fox-shaped shadow either, so it seems her human form is just as "real" as the nine-tailed fox.

If you're a fan of the theory Ran is/was Tamamo no Mae, you can read out a dual character in Ran.

As the fox maiden of old, Ran would have been extremely deceitful and seductive, no doubt in some sexual context (although being hundreds of years ago and bound by courtly customs, probably not the context we'd assume today). But as Yukari's servant - after spending a couple of centuries in the Sesshoseki - Ran is a very different person, or rather she has discovered new sides of herself and found a new purpose in life. Put simply, she just enjoys being a sort of motherly housewife better than going around killing emperors and usurping thrones.

... but as with most everything else, the whole Tamamo no Mae thing is a fan theory as well.

So Ran wakes up in a strange castle, naked for unexplained reasons, apparently in JAPAN since Omachi's there having her tails brushed by a small army of miko. The miko leave, Ran tries to leave with them, not very happy about being spirited away. Omachi pulls an extremely overdone seducing act and Ran remains reserved and unemotional even as the other kitsune is down eating her out. Then all of a sudden Omachi's whining inhumanly as Ran returns the favour, all the time teasing her about being afraid of getting pregnant (or as it was worded, "heavy with kits") and going through so much trouble to spirit away a dedicated servant to satisfy her needs. Then suddenly Ran is back and fully dressed in the Yakumo kitchen cooking dinner, with Chen sitting on the sink with her nose halfway down in the stir fry. Ran wipes Chen's nose and sends her off to "do homework". Then there's a pretty bloody graphic flashback or something of Ran getting shot up by samurai, and back in present day Ran stands crying over the sink. The End.

Ran is my current waifu. She's everything I would want in a girlfriend. She cooks, cleans, shows little interest in other men and is incredibly intelligent and would be able to have awesome conversations about science and politics. She would tend to leave alot of hair around because of her tails but that can be tolerated. She's slightly embarrassed about her huge foxears, but her emotional weakness is easily fixed by constant reassurance of her beauty and grace.
