Toutetsu calls ran an old friend. Whether that's just hyperbole isn't made clear because you only hear the line if ran loses. They have a conversation about how ran's been 'stewing in tepid waters' and Toutetsu's been 'tempered in a blazing kiln' because Toutetsu believes that ran is worse off since she left the animal realm. ran willingly conceals Toutetsu's involvement in 19 because she truly believes that Toutetsu wasn't the mastermind. when Toutetsu faces ran in vs mode, she asks ran to tell her what she's been up to.
all that's the direct stuff, but there's some interesting inference stuff too. Yachie says pic related during her scenario about Toutetsu and Chiyari, so Toutetsu's got a reputation as a loner, despite the dialogue implying that she and ran were close friends
it's possibly to make a logical progression of events where Toutetsu and Ran disagreed over their ideology, which resulted in Ran leaving the Animal Realm and Toutetsu becoming a loner until she made friends with Chiyari, as if she didn't want to get close to anyone else for all that time. It's not quite spelt out, but it's possible to see where people are getting the ideas from.
