Serverwide has been speculation every year since it started, but we don't actually know and the "evidence" is anecdotal. However, it's best to act like it's serverwide so you get your stuff done early instead of having to worry about it. I mainly used the extra ops 6-5, 3-5, and 1-5, rotating worlds to avoid overfishing, and used 1-4 for the second pass through world 1 a couple days after the 1-5 runs. Both the serverwide and worldwide models predict high rates with this method, and drop rates were high.

6-5 with the south route is a great fishing map, and the last two nodes are its bucket sinks, so maybe S ranking F and I while skipping J and M. Then do the monthly boss clear at the end when you're down to the last few fish. I just did the whole map for a higher drop rate and spent the buckets.
