She has a >1 "cool to goofiness" factor, which is unusual amongst 2hu characters. It's probably because PC-98's Gensokyo is so much more stylistically inconsistent but regardless, Mima just turned out to be one of the exceptionally cool characters in this franchise. She's like a well executed Symphogear or super robot villain stuck in a gag manga. Aside from Mima, Sariel and Ustuho (when she's fighting instead of blabbing her big bird mouth) and maybe Alice when she gets (literally) autistically serious while fighting with multiple dolls, are the only other characters that comes to mind when I think of "seriously cool touhou characters". This is probably why ZUN doesn't have any idea what to do with her, but hey, he's the one who went and made her in the first place.

Obviously wizard hats are the best, thus Mima has the best hat.
