It's because Sagume created the occult orb, which made urban legends true. The goal was to make the Apollo Fake Theory true, in order to move the Capital on Earth. Everything the astronauts would have seen such as the capital would be moved on Earth by the power of the orb. However, the process was pretty slow, and visible, so Eirin figured out what was happening, and sent the protagonist on the Moon, officially to stop the invasion of Gensokyo, but in fact to help Sagume dealing with the fairies attacking the Capital. The reason she had to do this this way was that Gensokyo and the Capital had pretty shitty diplomatic relationships, and that Yokai would probably have chosen to team with Junko. It was also probably a way for Sagume to lighten the tension between the two states.

She's pretty, smart, and nice, even if she's lunarian. She also has a simple yet original sense of fashion.
