Toward Ochanomizu, that's the station in the picture. I just went out of the electric town exit in akiba, walked past the Sega building and pretty much follow the road straight, keeping the river on your left, you soon come out to the point where you can see the river and the train tunnel, it's a very quick walk. Going to Ochanomizu would be a simpler way of getting there however, since you'd come out pretty much where I took that picture.
