Maybe. The Lunar Capital article also says they have bullets that can controlled after firing, but it really depends on how drastically the path can be altered. I would wager it's good for long range, because they've had that bullet control technology for thousands of years. Since Yukari's Lunar War.

A tangent, I think Reisen's bunny blaster is supposed to be a sound cannon, like that anti-riot LRAD thing. Changing to a non-lethal weapon after getting settled into Gensokyo would only make sense, wounding your friends is plain mean.
Although the fighting game throws all that into the trash, since she both uses it as a real gun that shoots bullets and uses her finger-guns between combos.

The Lunar War must have been very extreme. The only soldier bunnies left on the moon are the Watatsuki's small little squad that live with them, and even they're shown to be lazy cowards who will skip training, and defect when they can.
As for during the war, Kaguya's IN profile says a lot about it. The humans never listened to anything the Lunarians offered, and kept fighting no matter what. Things were so bad that all the Lunarians could say is that they had the wisdom of their ancestors.
By the last few Apollo missions, Reisen's friends were begging for her to come back over the telepathic radio.

Eirin says it was a victory on the moon's side, but I'd bet she's only saying that because no real Lunarian was hurt.

Actually, this is a good point. I suppose there are three possibilities.

The first is that the Moon Rabbits are basically youkai, and a bit like gods. They were created by human belief in 'the rabbit(s) in/on the moon', but since they came into existence in a pure land, they don't have the impurity of Earthly youkai.

Another possibility is that the Lunarians straight up created the rabbits as a slave race, using their advanced combination of science, magic, and divine powers.

Finally, it could be that they really are just ordinary rabbit youkai that Tsukuyomi's crew took along with them, who shed their impurity just like their masters did.

What we do know for certain is that they are not ordinary flesh-and-blood creatures who evolved on the moon. Remember, the Touhou world is ostensibly our world, and we know that the moon was never a place that could give rise to life. There's a simpler, more realistic explanation than actual aliens.
